Sure Start Plus is a pilot programme that aims to reduce the risk of long-term social exclusion resulting from teenage pregnancy through co-ordinated support to pregnant teenagers and teenage parents under-18 years. It forms part of the national Teenage Pregnancy Strategy. Sure Start Plus seeks to offer support through a personal adviser who co-ordinates a tailored support package for pregnant teenagers and young parents, including young fathers.

The database system is web-based. enabling it to be accessed from anywhere. Entry to the system is controlled by individual user name and password. It has a range of user levels and privileges, and supports different views of the data depending on whether the user is a personal advisor, a team leader, ar an administrator.

It is built on the Windows 2000 server platform, coded in ASP and using a SQL Server database at the back end.
